Why small government work rarely goes to tender, and where it goes instead

Most government purchases are small, and most small purchases never appear on a tender portal, because procurement policy lets agencies buy directly below set thresholds and through pre-arranged panels. In Queensland the general exemption is fifty thousand dollars including GST, half a million through a common-use arrangement with pricing, and half a million (eight and a half million for construction) when a diverse supplier can meet the need. That work goes to businesses the buyer already knows: suppliers on arrangements, registered contractors, and the local businesses rule 19 obliges agencies to invite.

The thresholds, and what they mean

Rule 5 of the Queensland Procurement Policy lets an agency use a limited offer method, that is invite a supplier of its choice without seeking multiple quotes, in specified circumstances: below fifty thousand dollars including GST; below five hundred thousand dollars through a common-use supply arrangement that includes pricing; below five hundred thousand dollars for goods and services or eight and a half million for construction when a diverse supplier (a small and family business or medium enterprise, an Aboriginal and Torres Strait Islander business, or a social enterprise) can meet the need; below five hundred thousand dollars from a supplier that won a Queensland Government innovation challenge in the past three years; in emergencies; and when another agency can supply. Rule 6 lets agencies write their own further exemptions up to the same half-million and eight-and-a-half-million ceilings. Every exemption still needs delegate approval and a documented value-for-money assessment.

The consequence: a great deal of routine work is bought by quote from suppliers the agency can already reach. If your only channel is the open tender portal, you are competing for the part of the spend that had to be advertised.

The channels that carry the small work

Each is a registration or a round, not a tender:

  • Common-use supply arrangements: whole-of-government arrangements, standing offers and prequalified registers that rule 2 obliges agencies to use when one covers the need. New and updated arrangements are published on the Queensland Government Arrangements Directory under rule 29; that directory tells you which arrangements exist in your category and when they are re-let.
  • QBuild's contractor register for building maintenance by trade and region, and PQC prequalification for capital works.
  • Local Buy arrangements, which most Queensland councils buy through, with supplier rounds opening quarterly.
  • VendorPanel requests for quotation from councils, utilities and universities, sent only to suppliers registered in the category and service area.
  • Rule 19 invitations: for routine procurement an agency must invite at least one local supplier, small and family business or Queensland regional business. Being known to the agency's procurement team as that local supplier is worth more than any keyword alert.

How a small business gets in

Register on the arrangements and registers for your category before you need them, keep the registrations' categories and service areas current, and make the facts the policy rewards easy to find: Queensland ABN address, local workforce, regional presence, diverse-supplier status where true. Introduce the business to the agencies and councils that buy what you sell; under rule 19 they need a local supplier to invite.
